LANCASTER COUNTY — 13 people are facing charges following violent protests Sunday night in Lancaster City, police say.

Seven of these people are in Lancaster County Prison on $1 million bail, each:

• 24-year-old Jamal Newman
• 30-year-old Barry Jones
• 23-year-old Yoshua Montague
• 31-year-old Matthew Modderman
• 18-year-old Talia Gessner
• 20-year-old Kathryn Patterson
• 20-year-old Taylor Enterline

43-year-old Frank Gaston, who was already on probation, was also arrested.

28-year-old T-Jay Fry, 28-year-old Dylan Davis, 29-year-old Alexa Wise, and 32-year-old Jessica Lopez are awaiting arraignment, so they're bail information is not yet available.

An unidentified 16-year-old was also arrested.

The protests started after 27-year-old Ricardo Munoz was shot and killed by a police officer, after the man charged the officer with a knife in his hand.

According to police, disorder outside the police station continued to grow after officers used tear gas in an effort to get the crowd to disperse.

Police say, that protesters continued to throw items at police officers as well as cause damage to the police station, the US Post Office building and multiple businesses throughout downtown Lancaster.

Officers once again attempted to use tear gas as the suspects piled debris including streets signs, trash cans, plywood and a metal dumpster at the intersection of North Prince Street and West Chestnut Street.

According to police, the suspects proceeded to fill the dumpster with wood and other trash bags before setting the dumpster on fire.

The American Civil Liberties Union (ACLU) of Pennsylvania responded to the the $1 million bail orders.

The one million dollar cash bail orders for several young Black Lives Matter protesters last night is an egregious and unacceptable abuse of the bail system. Cash bail should never be used to deter demonstrators and chill speech. We demand answers from Lancaster County District Attorney Heather Adams and from Magisterial District Judge Bruce Roth, who set the bail amount.

The use of cash bail is intended to achieve one, and only one, goal - to ensure that a person charged with a crime shows up to court. Judges can’t just set cash bail on a whim. By law, they must consider a person’s ability to pay before assigning cash bail. It’s inconceivable that the judge who assigned young Black Lives Matter protesters one million dollar cash bail following their arrests made the determination that each protester had the ability to pay such an exorbitant amount.
